DC moves to court LCD

MASERU – Speculation was rife this afternoon that the Democratic Congress (DC) is now making frantic efforts to court the Lesotho Congress for Democracy (LCD) to help it form a government.
The manoeuvres are said to have started earlier today after the DC realised that it was not going to make the 61 seats required to form a government.
The DC now has 31 seats of the 70 that have been announced.
The All Basotho Convention (ABC) has 26 while the LCD has 12.
The Popular Front for Democracy, a tiny opposition party, has one seat.
Officials in the DC say they expected to win the remaining 10 seats.
That will take Prime Minister Pakalitha Mosisili’s party to 41 seats, 20 shy of the majority required to form a government.
The DC expects to pick up a few PR seats but it is aware that it won’t be enough to push it to 61.
Analysts say the LCD is likely to be heavily compensated with PR seats because it came second in most constituencies.
Political analyst Kopano Makoa told the Lesotho News Agency that the LCD might pick up between 15 and 17 PR seats.
If his assessment is correct then the LCD might end up with between 32 and 34 seats in parliament.
DC sources told the Lesotho Times that the party was desperate to cut a deal with the LCD in order to remain in government.
However, this paper could not independently verify this information.
During the campaign LCD leader Mothetjoa Metsing ruled out the possibility of a collation with the DC.
This was probably because of the bitter fight he had with Mosisili before he left the LCD to form the DC in February this year.
There is speculation that the LCD might be keen to join forces with the ABC to form a new government.
If that happens then by winning more seats the DC might have just won the battle and not the war.

This is very simple. LCD is the main decider. It’s going to secure more PR seats. So it’s up to LCD to decide. LCD & ABC are victims of the same tragedy, so colliding with DC is unlikely. ABC’s 26 + its PR seats together with LCD’s 12 + its massive PR #s are going to put them above 60+ PDF. So stop saying that ABC & LCD can’t reach that. It’s up to LCD to show us its worst enemy.

There is nothing like first priority in parliament. The house will first elect a Speaker, and then the newly appointed Speaker will ask a rather blanket question. The question will go like – “is there a party or a coalition of parties with the necessary numbers to form a government?” The rest will then be history. Thabo Mbeki once said “the people have spoken”. What is clear is that the majority of people have voted for change, therefore our political leaders should dare not twist our votes.

what is going to happen is that, if dc wins 41 constituencies, rumour has it, or calculations tell us that dc will get 11 pr seats, lcd 12, abc 4. then 11 + 41=52. still dc will be short of 9 seats to form the governemet. BNP has 7 pr seat, NIP 1, pfd at most 3(not sure) and there rest parties the remaining seats. we will therefore have (11DC+12LCD+4ABC+7BNP+1NIP)=35. PFD not included here. the three major opposition parties make 34 pr seats. 6 seats may be offered to dc by these other small parties and that wont be enough to form the government. it will then have to court either abc, lcd, or bnp+lcd or abc. i dont see that happening easily….. watch this space.

Metsing ke manynyoba. Any marriage between LCD and DC will be a comlete betrayal of the LCD loyalists who (during the tough times) chose to stay with their party when mccd was busy surroundng himself with opportunists and losers like Lineo Molise, Mphu Ramatlapeng, Motumi Ralejoe, etc. All those oppotunists lost elections so what is this thing of a talk. It is not wise for Lesotho’s political parties to merge or form any unity because basotho men hate each other. Either ABC merges with LCD or LCD merges with DC, ABC-DC, they will still continue fighting each other and then split again. We are really sick and tired of these wars within political parties in Lesotho. We would rather go for another elections although there will still be no change again. Basotho are so stereotyped, in a way that they are unable to make a required change.

Why didn’t Tom campaigned efficiently in the highlands to get majority of votes up there? To the actual fact, Thabane doesn’t have any chance whatsoever to rule a country now through any mergers because it wasn’t the intentions of voters. Tom must be a Prime Minister straight forwardly, by his majority votes that unfortunately he didn’t manage to get on saturday, he knows very well. Thabane must get majority votes in order to qualify for a Prime Minister. We don’t want a Prime minister who get into the office through paqama gate at all.

@Jomaleta, A breif extract about the ABC leader Motsoahae Thomas Thabane. Thabane was never a minister under the late Dr.Leabua Jonathan, rather he was a Permanent Secretary(PS). He only become a minister under the military rule, then a special advisor to the late Dr. Ntsu Clement Mokhehle. Interestingly he again become a minister under the LCD rule. Read below. Tom Motsoahae Thabane (born 1939) is a Basotho politician, a Member of Parliament in the National Assembly of Lesotho, and the leader of the opposition All Basotho Convention. (ABC). He was previously a leading member of the Lesotho Congress for Democracy (LCD) and was an important member of the government of Prime Minister Pakalitha Mosisili from 1998 to 2006, but in 2006 he split from the LCD and formed an opposition party, the ABC.
Thabane served as Principal Secretary for Health under Prime Minister Leabua Jonathan and then served in the government under the military regime that overthrew Jonathan and ruled the country from 1986 to 1993.[1] He was the Minister of Foreign Affairs of Lesotho from 1990 to 1991.
Thabane became advisor to Prime Minister Ntsu Mokhehle in early 1995.[1] He subsequently served as Foreign Minister in Mosisili’s LCD government from June 1998[2] until June 2002. He then served as the Minister of Home Affairs and Public Safety from June 2002[3] until November 2004, when he became Minister of Communications, Science and Technology.[4]
Thabane resigned from the government on October 9, 2006, and formed a new party, the All Basotho Convention (ABC)

Mosisili Appointed Deputy Prime Minister
Late in January 1995, a Deputy Prime Minister to replace Selometsi Baholo was finally appointed. He was the Minister of Education, Professor Pakalitha Mosisili, who retained the Education portfolio. Of more signifance to some people was a Cabinet reshuffle a month later in which the Foreign Minister, Molapo Qhobela, was transferred to the Ministry of Public Works. The new Minister of Foreign Affairs was the former Minister of Information, Mpho Malie. Informed sources within Parliament said that Molapo Qhobela had been against foreign intervention to solve the intractable problems with the security forces, and Mpho Malie would favour a more realistic stance in the face of the present stalemate.
Another appointment made at about the same time as the Cabinet reshuffle was that of Tom Motsoahae Thabane who became Adviser to the Prime Minister. This occasioned some surprise because of Tom Thabane’s association with previous undemocratic regimes. He had been Principal Secretary for Health in the Government of Leabua Jonathan, and later at different times Secretary to the Military Council and Minister of Foreign Affairs and Information during the 1986-93 Military Regime.

MASERU — Lesotho Congress for Democracy (LCD) leader Mothetjoa Metsing has ruled out forming a coalition government with the Democratic Congress (DC).
Metsing said in the event that his party is forced into a coalition government with rival parties after Saturday’s election they will not include the DC because Prime Minister Pakalitha Mosisili does not want change.
“We can work with parties that have never ruled but not with DC and that is on principle,” Metsing said.
“Excluding the DC from such a government would not be out of hatred but is a matter of principle.”
Metsing was speaking at a press conference in Maseru yesterday following radio reports that he had clandestinely gone to the State House to push for a coalition deal with Mosisili.

Yes the parties met and agreed to form a government of Lesotho.
I do not think that Tau-ea-Thaba has to leave paliament. He was not voted to be a PM but MP. So he should play his part as leader of opposition if at all he will qualify for it.
All the MP’s of Lesotho are important and should be seen as such. If they were not, no one could have voted for them.

Le lumme. What is left if the leadrs tork together for the better ment of Lesotho and Basotho. However, I see a tough road ahead especially given the damage that was done in the last 19 years. For sure we will not have our Insurance Comapany (Minet Kingsway), Banks(Lesotho National Development Bank, Lesotho Agricultural Development Bank, Lesotho Building Finance), utillities coorporations( Lesotho Telecommunications Coop, Lesotho Electricity Coop, etc), Civil Aviation (Lesotho Airways, Lesotho Flying Doctors Services etc), FMCGs(Lesotho Flour Mills, Lesotho Milling Company, Maseru Roller Mills, Basotho Canners). It would be extremely difficult to ressacitate the Agricultural sector (the khomokhoana projects, mantsa tlalas, coop Lesothos etc), Trade infrastructur (LNDC, Bedco etc), etc etc etc because those were not destroyed in one year. It took ntate mccd 19 years of hard work to make sure Lesotho is left with nothing of its own hence I estimate more than 19 years of rebuilding. Le kae lekala la roads? Litsela tsa rona ke masoabi feela, tse ling li hoholoa ke metsi le pele mokonteraka a qeta ho li etsa. Oooe batho ba molimo.

Ntate Thabane, I think you will not be revengeful towards ntate Mosisili this time. Bitterness won’t take us that far at all. We just need development in our country. The fact that people have now looked to you for a better change doesn’t mean you are innocent in a way that you didn’t have any weaknesses during your past regimes. We know you bought that govt mercedez for M4000 in 2006, and Maope confirmed in his campaign speech before elections that was the govt authorities’ plan to just give themselves govt vehicles with that low price. So don’t revenge because you were also engaged in corruption of public assets. We just want to see development change now. You have to work hard within this 5 years in state office.
We don’t want to see anyone being expelled from this country please, we want reconciliation in this country. Bo ntate, you have to work together peacefully in that parliament as you are all basotho. We are sick and tired to see the division in that parliament. What kind of leadership do we have in this country? As state leaders, you have to lead by example. I would not have a problem if Ntate Thabane & Metsing revenge against mccd. Otherwise when will people learn not to do wrong and harm to others. DC must first account as to where and how they managed they get those millions they splashed during their campaigns. All those thugs and opportunistic DC supporters should be nailed. The coming of that education franchise(Limkonkwing) next to fokothi should be investigated including its beneficiaries. The block farming scandal should also be investigated. All those road construction tenders awarded to just one company should be investigated. We cried for years about tenders being given to just one man or maybe 2. To them i say, don’t discredit something based on what you believe but on the proven facts.
On the subject of discussion, coalition govenment without DC is currently the best option for the sake of peace and stability in the nation. We should do away with politics of hate (congress/national) and embrace one another for the betterment of Lesotho. God bless Lesotho.

They should allow him to retire in dignity and start to build the new party into a strong and progressive opposition that is ready to compete for governance in 2017.
