LCD to hold special conference month-end

MASERU — The ruling Lesotho Congress for Democracy (LCD) will hold a special conference on January 27 and 28 to decide the fate of the party’s national executive committee.

The special indaba will also see the party elect a new treasurer to fill the vacancy left by Popane Lebesa who resigned from the executive committee in November 2010.

In a circular to LCD constituencies dated December 30, 2011 which was seen by this paper, the party’s secretary general Mothetjoa Metsing said the decision to hold the special conference followed a Court of Appeal judgment last month that ordered the party to hold the conference in line with the party’s constitution.

Court of Appeal President Justice Michael Ramodibedi ordered the LCD executive committee to hold the conference after 17 constituencies expressed lack of confidence in the committee.

“The purpose of the conference is to talk and make a decision on the lack of confidence in the executive committee by 17 of the party’s constituencies and fill the post of treasurer,” Metsing says.

“According to section 5.2.3(C) of the LCD constitution, the conference will confine itself exclusively to discussing these two items.”

Justice Ramodibedi’s ruling followed an appeal by three LCD members against a High Court ruling that dismissed their call for a special conference.

The three were Rethabile Marumo, who is the MP for Mohobollo, Ramahoana Matlosa, the LCD youth league chairman for Maseru Constituency No.32 and Tšoeu Mokeretla who is the MP for Mashai.

Justice Ramodibedi upheld the appeal and ordered the national executive committee to hold the special conference as requested.

In the circular Metsing says the process to select delegates who will attend the special conference should start on January 7-8 at sub-branch level, January 14-15 at branch level and 21-22 at constituency and province levels.

“Only delegates whose membership has been renewed in 2011 shall be allowed to form part of the conference as per section 5.2.1 of the LCD constitution,” he adds.

“Constituencies are also requested to have brought their nominations for their favourite candidates to fill the vacancy of treasurer on or before January 16, 2012.”

Metsing also announced that the LCD elective conference which was due to be held on January 27-29 to elect a new executive committee has been postponed until further notice.

“Due to preparations being made in a bid to implement the aforementioned court of appeal ruling, the executive committee had decided that the elective conference be postponed,”
Metsing said. Constituencies would be notified of a new date for the elective conference at a later stage, he added.
